To deal with IPv6 problems, I want to be able to determine when IPv6 is up and stop if it is

-It could also be made a Condition so that we can use it for conditional tests
-and it could be set to fail if IPv6 is absent, in cases where you want that.

Testing is tricky -but we could assert that you have either no network, IPv6 or no IPv6, but not both states on the same machine
